Over 14 lakh families in Odisha eagerly await PMAY-Gramin Housing

Of the 32.36 lakh families eligible for housing under the Pradhan Mantri Awaas Yojana-Gramin, more than 14 lakh families still await houses and housing assistance. The rural development ministry has set a target of 26.95 lakh houses under the PMAY-G to Odisha from 2016-17 to 2021- 2022. The PMAY-G, formerly known as the Rajiv Gandhi Awas Yojana, along with the Pradhan Mantri Awaas Yojana-Urban, were implemented as flagship missions of the government of India by the Ministry of Housing and Urban Affairs in an effort to address the urban housing shortage amongst EWS, LIG and MIG categories including slum dwellers.

In Odisha, families eligible for PMAY-G houses were identified as follows. 18.58 lakh families were identified on the basis of housing deprivation parameters prescribed under the Socio-Economic and Caste Census (SECC)- 2011 and 13.77 lakh families were found eligible by the state government and registered in the AWAAS+ portal. Till date, of the 18.36 lakh houses that had been sanctioned, construction has been completed for 17.14 lakh houses.

 

The Pradhan Mantri Awaas Yojana was launched on 25th June 2015 as the Rajiv Gandhi Awaas Yojana, implemented by the Ministry of Housing and Urban Affairs. The two parts of the PMAY are the Pradhan Mantri Awaas Yojana - Urban which covers approximately 4331 towns and cities. A grand total of 83 lakh houses have been sanctioned under this scheme of which 26 lakh houses have been completed and 23 lakh houses have been occupied. The Pradhan Mantri Awaas Yojana - Gramin aims to boost affordability by providing financial assistance to the homeless and those residing in substandard structures by aiding in the construction of pucca houses. The shared cost ratio for implementation between the centre and state governments is 60:40 in the plains and 90:10 for Northeastern and hilly regions.

The Pradhan Mantri Awaas Yojana has gathered good traction across the nation, but not without its fair share of hurdles. In Vadodara for example, the housing project began after a delay of nearly five years in the town of Sahakarnagar due to opposition from environmentalists citing protection of a pond in the land scheduled for development. In Nagpur, beneficiaries of the PMAY scheme are being levied hefty annual gram panchayat taxes by the Nagpur Improvement Trust (NIT) which has been counterintuitive. This comes along with a myriad of other issues including overcharging for maintenance and inferior quality of construction work by the civic body. In recent developments, the PMAY-G is likely to get an additional Rs 28000 crore in funding in this fiscal year to ensure that the states meet their construction target within the stipulated time frame. This comes over and above the Rs 20000 crore previously allocated towards the scheme in the 2022-23 budget.
