Manpower shortage hampers fire inspections in Ludhiana

Fire officials were able to notify roughly 25 commercial establishments that lacked proper fire safety protocols; however, they failed to conduct subsequent inspections due to a lack of manpower and time constraints within the department. Conversely, the administrative body of the municipal corporation has given assurance that appropriate measures will be taken and that fire officials will be advised to guarantee safety precautions in commercial enterprises.

In March, fire officials began delivering notifications to various commercial entities, such as restaurants, coaching centres, and institutes. The concerned facilities were granted a grace period prior to undergoing physical inspections; however, authorities never paid a visit to the sites.

According to authorities, the institutes will undergo an inspection this week, and if any irregularities are discovered, the proprietors will have a grace period of 30 days to rectify them. If they do not accomplish it, they will be subjected to penalties of up to Rs 25,000. In case of further breach of regulations, a penalty of Rs 50,000 will be imposed for the second offence, and the premises may be sealed thereafter.

No check on fire safety equipment; NOCs

Shena Aggarwal, the MC commissioner, has given orders to the fire brigade to conduct unplanned inspections, particularly in commercial and industrial structures along with coaching centres, to guarantee that they have installed necessary fire safety gadgets.  According to MC officials, a public notice was released in 2022 requesting building owners throughout the city to obtain a fire safety NOC from the fire brigade. The shortage of personnel in the fire department prevented the drive from proceeding.

According to a fire expert, the decrease in fire brigade personnel during the summer has heightened the chances of fire hazards. Admitting the current challenges in conducting inspections, the individual suggested that the building department be directed to issue a temporary approval (NoC) prior to endorsing any construction blueprints. Neeraj Jain, the Zonal Commissioner, has reiterated his request to the relevant fire officials to continue their campaign and finish the task promptly. Commonly, premises experiencing a fire incident have been discovered to have insufficient fire safety measures and equipment.

A fire safety assessment has been delayed since 2017

Since 2017, the fire audit for the city has been pending, while the industrial area of the state is in a highly volatile situation. The Suffiyan Chowk plastic factory tragedy, which claimed 16 lives, led to an order by ex-chief minister Captain Amarinder Singh. 

Despite the city having around 4.3 lakh properties, with 1 lakh being attributed to industrial and commercial purposes, only 4,081 property owners have been granted a No Objection Certificate (this includes renewals) by the fire department since January 2019 until April 7, 2022.According to fire department officials, approximately 1,000 building proprietors obtain the NOC annually, including those who choose to renew it.
