Uttar Pradesh Government takes steps to regulate homestays and room stays

A proposal has been submitted to Chief Minister Mr. Yogi Adityanath, outlining the new Supplementary Accommodation Control Rules of 2023, which aim to regulate illegal rooms and homestays in the city. These rules would require all stay rooms and homestays to be registered, along with their occupancy status, in order to prevent misuse of the properties. In cases of property misuse, there is a possibility of seizure. The rules will apply to guest houses, rooms, and homestays within the hospitality industry, with the goal of ensuring guest security and preventing illegal activities.

Supplementary accommodations play a vital role in tourism, allowing tourists and foreigners to experience the culture of the country while enjoying a comfortable stay. To promote this concept, all homestays and room stays have been consolidated under one portal, maintaining a comprehensive database of occupancy to prevent illegal activities and misuse of properties. If a property is found to be misused or involved in illegal activities, it may face seizure or demolition, depending on the severity of the offense. These new rules will apply to homestays, guesthouses, and other similar establishments within the hospitality industry. Special guidelines will be formulated to prioritize guest security, and a three-tier security system will be implemented at the district and zonal levels to monitor activities within the hospitality sector.

Previously, the Sarais Act governed these accommodations, but due to the prevalence of offenses in this area, the government has introduced stricter rules to ensure the safety of guests and foreign tourists visiting the country. These accommodations had become havens for illegal activities, prompting the need for legal regulations. The government encourages homestays to provide visitors with a comfortable experience while immersing them in Indian customs and traditions, which can be best experienced by residing within a neighbourhood alongside local families. By prioritizing both tourism and security, the government aims to showcase the hospitality of the Indian community, adhering to the principle of "Athithi Devo Bhava" (Guest is God).
