Lucknow Development Authority (LDA) is considering the implementation of a new policy that would require individuals who own undeveloped plots to pay fees if they fail to commence construction within five years of the plot's registry. The fees, which could amount to up to 5% of the land value, aim to address the issue of vacant plots and promote the construction of houses, ultimately providing a viable solution for those in need of housing.
The plan is currently in the discussion phase and is expected to receive approval from the board in the near future. The implementation of this policy would have several benefits, including reducing pollution on vacant plots and facilitating the construction of much-needed residential properties.
Indramani Tripathi, the vice chairman of LDA and the chair of the policy committee on building fee collection, explained that the fees would be collected five years after the property is registered. Therefore, individuals who wish to seek approval for construction plans after the five-year period must submit their construction costs to the LDA.
It is important to note that failure to pay the required costs would result in the rejection of the construction plan. On the other hand, if the plan is approved, the applicant would be given a three-year timeframe to initiate the construction process. However, it is crucial to adhere to this timeline, as after the three-year period, the approved construction plan would no longer be valid.
By imposing these fees and time restrictions, the LDA aims to discourage the hoarding of undeveloped plots and encourage timely construction. This would not only help utilize the available land effectively but also contribute to the overall development of Lucknow. Additionally, the policy would incentivize property owners to take necessary steps towards construction and prevent the accumulation of vacant plots, which often serve as breeding grounds for pollution and unauthorized activities.
Furthermore, the implementation of this policy aligns with the government's objective of promoting affordable housing for all citizens. By facilitating the construction of houses on vacant plots, the LDA would contribute to the fulfilment of housing needs and improve the living conditions of the population.
It is worth mentioning that the proposed policy is subject to board approval, and once implemented, it would require individuals who own undeveloped plots to take prompt action towards construction. The LDA's initiative not only aims to regulate land usage but also aims to create a sustainable and well-developed urban environment.
In conclusion, the Lucknow Development Authority is considering the implementation of a policy that would impose fees on individuals who fail to initiate construction on their plots within five years of registry. This proactive approach seeks to tackle the issue of vacant plots, reduce pollution, and promote the construction of houses. By introducing time restrictions and fees, the LDA aims to ensure timely development while facilitating affordable housing for the citizens of Lucknow.
