NMRDA introduces Gunthewari Scheme 2.0 to regularize unauthorized plots in Nagpur

The Nagpur Metropolitan Region Development Authority (NMRDA) has finally launched the Gunthewari scheme 2.0 after a 26-month delay, with over 1.5 lakh unauthorized plots expected to be regularized. Metropolitan Commissioner Manoj Kumar Suryawanshi issued a public notice on Friday, announcing that applications from owners of unauthorized plots will be accepted starting from June 1 until August 31. To streamline the process, applications will only be accepted through the NMRDA's official website.

This scheme, known as the Maharashtra Gunthewari Developments (Regularization, Upgradation and Control) Amendment Act-2021, was approved by the state government on March 12, 2021. It allows for the regularization of unauthorized plots that were laid on or before December 31, 2020. The implementation of this scheme is expected to benefit a large number of people, particularly those from financially backward backgrounds. Many individuals who possess unauthorized plots have been eagerly waiting for this scheme to be launched so they can fulfil their dream of building their own homes. After regularization, these individuals will also be able to access loans and other facilities.

According to builder Ritesh Sharma, the NMRDA will have to provide basic amenities in the regularized layouts, funded by the charges collected and revenue generated from the regularization process. Previously, the NMRDA, which was established on March 4, 2017, was unable to provide basic amenities in unauthorized layouts. However, under the Gunthewari scheme, the NMRDA will gain revenue and the authority to carry out infrastructure development in the regularized layouts. This is expected to result in planned development within the metropolitan region. Moreover, the Gunthewari Scheme offers a simpler and more affordable process compared to the compounding scheme.

In a significant advantage for owners of unauthorized plots in the Nagpur metropolitan region, the NMRDA will recover regularization charges at a rate of ?56 per square foot, which has been the rate within city limits for several years. A couple of years ago, the government had increased the charges to ?168 per square foot but later suspended it due to objections. Additionally, applicants will be required to pay non-refundable fees of ?1,000, measurement charges based on plot area (with a minimum payment of ?2,000), and ?5 per square meter to Union Bank of India. All necessary documents and application forms must be uploaded online, and after verification, NMRDA may request physical copies at respective divisions.

However, it's important to note that the Gunthewari scheme will not apply to plots within the jurisdiction of the Nagpur Municipal Corporation (NMC), NIT areas in the city limit, municipal councils, nagar panchayats, Mihan, MIDC, Smart City areas, Special Township, New Town Development Authority, and gaothans.

The NMRDA anticipates earning revenue of over ?1,000 crore through this scheme. However, the expenditure required to provide basic amenities in the regularized layouts is expected to surpass this revenue. Nevertheless, the implementation of the Gunthewari scheme 2.0 brings hope and relief to many owners of unauthorized plots, as they can now legalize their properties and look forward to improved living conditions and opportunities within the metropolitan region of Nagpur.
