Ahmedabad's Urban Development Body oversteps its land sale prohibition near stadium

In 2021, aligning with the state government's vision to establish expansive sports facilities in and around Ahmedabad for the prospective 2036 Olympics, the Ahmedabad Urban Development Authority (AUDA) directed the Ahmedabad and Gandhinagar collectors to refrain from leasing or selling government-held plots in seven designated areas around the Narendra Modi Stadium in Motera. However, in a surprising move, AUDA has disregarded its own directive and has resolved to sell eight plots in Chandkheda and Motera.

The lands involved, encompassed within TP Schemes 238 and 80, are owned by various government entities, such as the Gujarat Industrial Development Corporation (GIDC), Sardar Sarovar Nigam Ltd (SSNL), and the forest department.

AUDA had earlier earmarked 9.5 lakh square metres of land within two town planning schemes located in Bhat village. This land, belonging to several governmental bodies such as GIDC, SSNL, and the forest department, was intended to serve as the site of a proposed Olympic district equipped with sports amenities, residential facilities for athletes, and spectator accommodation.

Further developments by AUDA involve the construction of an Olympic Village and sports training facilities spread over 200 acres in Manipur-Godhavi, situated near Bopal. An additional 236 acres of land around the Narendra Modi Stadium is planned to host the Sardar Patel Sports Enclave. Sources reveal that AUDA has engaged the services of PricewaterhouseCoopers (PwC) for advisory purposes on the envisaged Olympic facilities. The consulting firm conducted an extensive review of existing facilities in Ahmedabad and Gandhinagar to identify infrastructural gaps and potential land for Olympic infrastructure development.

In accordance with this project, AUDA had paused the lease or sale of government-owned land in seven villages, including Bhat, Sughad, Chandkheda, Motera, Koba, and others. The district collectors of Ahmedabad and Gandhinagar were also instructed to halt any transfer of government land.

However, during a meeting on March 2, the AUDA board approved the auction of six residential plots and 12 commercial plots. AUDA has set the base value of 17 of these plots at INR 1,238.35 crore, with an expected yield of INR 1,500 crore from their sale. Of the total, the plot in Vejalpur Town Planning Scheme 6 is priced at INR 270.62 crore, and a plot in Bopal Town Planning Scheme 3 is valued at INR 279.70 crore. The plots slated for auction include seven in Chandkheda and one in Motera. AUDA has not yet disclosed the official auction dates.

The shift in stance by AUDA, despite prior restrictions on land sales, raises pertinent questions about the future of the proposed sports infrastructure and the forthcoming 2036 Olympics. The implications of these sales and their potential impact on the state's Olympic aspirations remain to be seen, thus placing AUDA's decisions under public scrutiny.
