Jharkhand RERA blacklists Rebloon Impex for violation of norms

The Jharkhand Real Estate Regulatory Authority (RERA) recently took action against a real estate firm, M/s Rebloon Impex, and its three partners, Dharmendra Kumar Dheeraj, Rajesh Kumar, and Shashikant Singh, for violating regulations and failing to register their projects. This is the first time such a blacklisting has occurred in Jharkhand.

According to Ranjeet Kumar Choudhary, Chairman of Jharkhand RERA, the firm and its partners failed to comply with the court order issued over three years ago, which required them to register with Jharkhand RERA. Additionally, they violated various norms set by the authority. As a result, the firm and its partners have been blacklisted, preventing them from undertaking any projects.

Birendra Prasad, a member of Jharkhand RERA, emphasized that the authority is committed to ensuring justice for buyers and had to resort to blacklisting as a last resort. A total of 18 complaints were filed against M/s Rebloon Impex and its partners, and orders have been issued for 17 of these cases. In December 2019, the firm was fined Rs 5 lakh for failing to register with RERA within the specified two-week period. Despite receiving multiple notices from the court, the firm continued to violate regulations, leading to their blacklisting.

Under Section 3 of the RERA Act, promoters are required to register their ongoing or new real estate projects with RERA if they have more than eight units or 500 square meters of land.

Choudhary and Prasad disclosed that the authority has received a total of 382 complaints from home buyers, out of which 189 have been resolved, while 193 are still pending. They further stated that 1,736 applications for project registrations were received, out of which 1,144 were approved, and 525 were rejected for non-compliance with norms.

Without registration, promoters are not allowed to advertise, market, sell, or invite individuals to purchase any property.

To safeguard the interests of home buyers, the authority has issued orders to file certificate cases in 17 execution cases. Letters have also been sent to the concerned Deputy Commissioners to recover the amounts owed. Additionally, efforts are being made to resolve disputes between buyers and builders through reconciliation. To date, 17 cases have been resolved through conciliation talks at the Mediation Centre.

These actions by Jharkhand RERA aim to ensure compliance with regulations, protect home buyers, and promote transparency in the real estate sector.
