Odisha RERA contemplates fee exemption for affordable housing projects

According to recent news reports, the Odisha Real Estate Regulatory Authority (ORERA) is considering exempting registration and late registration fees for affordable housing projects in Bhubaneswar. The state's Housing and Urban Development Department has submitted a request to ORERA for the exemption, and the government has proposed an amendment to the Odisha Real Estate (Regulation and Development) Rules, 2017, to formalize the waiver. This exemption would apply until the amendment process is complete. The government has also requested the Bhubaneswar Development Authority (BDA) to provide an affidavit confirming the exemption for affordable housing projects.

The Housing and Urban Development Department has also requested that ORERA allow the registration of BDA's social housing projects for the rehabilitation of slum dwellers with zero fees, as an interim measure. The department has provided ORERA with a list of projects, including the informal settlement centre at Subudhipur, an affordable housing project at Chandrasekharpur, slum redevelopment projects of Nilamadhav Awas Yojana and Satya Nagar, and a rehabilitation project at Gadakana.

The amendment process for the Odisha Real Estate (Regulation and Development) Rules, 2017, includes the exemption of registration and late registration fees for affordable and slum redevelopment housing projects. However, it is expected to take some time for the amendment to be finalized. Until then, ORERA will consider requests for exemption on a case-by-case basis, with BDA providing affidavits confirming the exemptions. The exemption would make it easier and more affordable for developers to build affordable housing projects, ultimately benefiting the city's residents.
