Thousands face eviction as CHB cancels allotments over unpaid dues

A 50-crore due in rentals being pending from about 15,000 flat owners led the Chandigarh Housing Board to cancel allotments due to non-payment of rentals. The defaulter’s list has been updated to clear dues within two weeks, failing which a notice will be issued to cancel the allotment. The CHB stated that they had given enough time to pay off the dues and then cancelled some of the allotments.

Those whose allotments had been cancelled have to vacate their flats once the allotment is cancelled. After paying the pending dues with interest and revival charges the flat could be restored to the tenant. About 18,000 flats had been allotted by the CHB under the rehabilitation schemes. These flats cannot be sold or transferred. They can only be occupied by the allottees and their families. These flats are in various areas of Chandigarh like Dhanas, Mauli Jagran, Ram Darbar, Maloya and Industrial Area. Dhanas had the maximum number of defaulters at 6977, followed by Maloya at 1966 and 1550 then by Mauli Jagran At 1344 defaulters.

The areawise dues were as follows:

Ram Darbar                 Rs.4.30 crores

Mauli Jagran                Rs.3.10 crores

Maloya                          Rs.2.33 crores

Industrial Area               Rs. 31 lakhs

Maloya(AHRC)              Rs.5.71 crores

A total of 49.97 crores was outstanding by 14,984 defaulters who had been given a notice by the CHB. In spite of giving them enough time, the defaulters had not taken any steps to pay off their dues. The pending amount could be paid online or at the e-Sampark centres. Small Flat or Affordable Rental Housing Scheme (ARHC) flats had been allotted for sole occupation by the allottees and not for sale.

Recently, allotment for 22 flats have been cancelled for violating terms and conditions of the allotment. In March last year when notices were issued for cancellation of allotments, nearly Rs.8 crores was deposited by the defaulters.
