In exchange for expenses incurred while developing one-cent layouts for the Jagananna Housing Complexes, the Visakhapatnam Metropolitan Region Development Authority (VMRDA) has requested the state government to give them 500acres of land in the region rather than a 15% stake as earlier decided. Under the 'Navaratnalu - Pedalandariki Illu' plan, the VMRDA has created 81 layouts known as 'Jagananna Housing Complexes,' to provide home sites for over 1.4 lac people in the Visakhapatnam district. The revenue wing was in-charge and land pooling and the VMRDA was tasked with development and infrastructure for the same.
A one-cent layout is a small plot of land, typically measuring about one cent (around 435 square feet). These plots are often sold as part of a larger development project and may be intended for residential or commercial use. The Pedalandariki Illu Scheme is part of the successful scheme of Andhra Pradesh known as the YSR Housing Scheme which offers free of cost houses to the beneficiaries who belong to economically weaker sections of society. For the year 2023, the scheme intends to provide 15 lac homes to over 25lac beneficiaries.
The VMRDA first began working on this project three years ago. However, several legal issues cropped up with regard to the land pooling process which in turn severely slowed down development. It was only after the Andhra Pradesh High Court dismissed the case in early 2022, did development work pick up pace. These complexes are being built across 500acres of land in various mandals in the Visakhapatnam district such as Anakapalli, Anandapuram, Gajuwaka, Peda Gantyada, Padmanabham, Parawada, Pendurthi and Sabbavaram. Every home will have a kitchen, bedroom, living area, attached toilet and veranda.
The civic body is said to have spent over Rs 150 crores on layout creation and other preliminary works. Going forward it intends to spend an additional sum of Rs 50 crores to create the requisite infrastructure needed for the complexes. The state government sanctioned these budgets and offered in exchange a 15% stake in each of these 81 plans. However, the VMRDA has now proposed that the state government give it with bulk land parcels rather than the 15% of land in each plan. This request is currently under review.
